Indoor Referee Certifications
The entry-level professional referee certification that is awarded by a Region. To be certified as a Provisional referee:
- Attend a referee clinic as scheduled by the regional referee chair.
- Receive a score on a USAV C or higher written/on-line examination. (all exams must be corrected to 100% with rule references).
- Receive one (1) passing rating as a first referee and one (1) passing rating as a second referee from a USAV National, Junior National or Regional referee.
- First year of referee certification is considered an “In-Process” year.
- Must be a USAV regular member.
- Have a general knowledge of the rules, mechanics & techniques used by USA Volleyball referees.
- Understand the basics of transitioning and positioning as an R2.
- Have a basic knowledge of the use of the USAV scoresheet.
To retain a Provisional referee certification:
- Attend a referee clinic as scheduled by regional referee chair.
- Receive a score on a USAV C or higher written/on-line examination. (all exams must be corrected to 100% with rule references).
- Receive one (1) passing rating as a first referee and one (1) passing rating as a second referee from a USAV National, Junior National or Regional referee.
- Must be a USAV regular member.
- Failure to complete the above listed requirements by the published ratings and test date may result in the forfeiture of your Provisional referee rating.
- Have a general knowledge of the rules, mechanics & techniques used by USA Volleyball referees.
- Understand the basics of transitioning and positioning as an R2.
- Have a basic knowledge of the use of the USAV scoresheet.
- Show awareness of rotational faults.
- Show back row awareness.
The next referee certification awarded by the regions is the Regional referee certification. To be certified as a Regional referee:
- Serve a minimum of one year as Provisional referee.
- Attend a referee clinic as scheduled by regional referee chair.
- Receive a passing grade on the USAV A or B written/on-line examination. (all exams must be corrected to 100% with rule references).
- In the process of successfully retaining the Provisional referee rating, receive a recommendation to the region referee chair as a Regional referee candidate.
- Prior to attendance at the regional rating process set by the region referee chair; receive one rating as a second referee from a National or Junior National referee.
- Attend and successfully complete the regional rating process set by the region referee chair.
- Must be an USAV regular member.
- Have a good knowledge of the rules, mechanics & techniques.
- Have a basic knowledge of the use of the USAV scoresheet.
- Knows how to transition as an R2
- Show awareness of rotational faults.
- Show back row awareness.
To retain a Regional referee certification:
- Attend a referee clinic as scheduled by regional referee chair.
- Receive minimal grade of 84% on the USAV A or B written/on-line examination. (all exams must be corrected to 100% with rule references).
- Receive one (1) passing rating from a National or Junior National referee.
- Give a day rating Provisional referee candidates as scheduled with the region chair; assist in conducting an adult or junior clinic; submit eight (8) ratings of Provisional referee candidates; or referee at Adult or Junior Regional Championship as approved by the region referee chair; or other service to the region as approved by the region referee chair.
- Must be a USAV regular member.
- Failure to complete the above listed requirements by the published ratings and test date may result in the forfeiture of your Regional rating.
- Have knowledge of the rules and know how to apply them.
- Have a basic knowledge of the use of the USAV scoresheet.
- Have good mechanics.
- Know the techniques of an R1 & R2.
- Know how to transition as an R2.
- Recognize rotational faults.
- Recognize back row faults.
Certification and Application Requirements
- File the official application for the current season. Application forms and instructions for completing them are available here.
- Obtain all approvals as noted in the instructions and submit application fee as noted.
- The deadline for submitting an application is April 1. Applicants will be notified of their acceptance status by May 1.
- Demonstrate proficiency as a scorer by successfully completing the written scorer examination and scoring clinic (the specific clinic and exam is spelled out in the application instructions) found in USAV Academy. As part of the evaluation process, each candidate will be required to keep score and to take and pass a scorer’s practical exam at the certification event.
- Complete the online USAV National-level rules examination.
- Complete the online tournament procedures for the event before arrival.
- Attend the designated USA Volleyball event and successfully complete all requirements at that tournament. The event requirements include (but are not limited to):
- Attendance at all mandatory pre-tournament and Candidates’ Meetings.
- Availability to referee at the event until the completion of the rating session.
- Successful completion of the evaluation session(s).
- Forfeiture of all match fees to the Indoor Officials’ Commission of USA Volleyball for matches officiated during the rating session. Candidates might retain fees earned from matches refereed after the completion of the rating session if the candidate is contracted with the events department in advance.
Upon successful completion of these requirements, the candidate will receive a USA Volleyball Junior National referee certification and patch.
NOTE: By agreement of the PAVO and the USAV Indoor Official’s Commission, Referees, a certified PAVO National referee may be certified as a USAV Indoor Junior National referee without meeting certification requirements noted above. The individual must be in good standing in his/her region and must be recommended by the PAVO. A request must be sent to the Associate Chair, National Indoor Officials Commission, Referees. Upon acceptance by the Associate Chair, the referee must attend that year’s Junior National rating tournament, and will be reviewed on a minimum of two matches to ascertain the individuals’ strength rating as a referee. The referee must also complete all annual requirements for that season, with deadlines being given based on the date of acceptance.
Responsibilities and Entitlements
- After certification by the National Commission for Evaluation and Certification, a USA Volleyball Junior National referee will be entitled to wear the official USA Volleyball Junior National referee patch while officiating at USA Volleyball-sanctioned events.
- A USA Volleyball Junior National referee is authorized to officiate all USA Volleyball-sanctioned competition within any of the USA Volleyball regions, including Qualifier and Bid competition, and is qualified to officiate at the USA Junior National Championships and the USA Volleyball Adult Open Championships.
- Certification as a USA Volleyball Junior National referee is valid for a period of four (4) years. To maintain certification, the referee must complete the following:
- Annual Requirements
- Register as a member of a USA Volleyball region and remain an active referee with his/her RVA.
- Have a current background screening on file with USA Volleyball.
- Remit annual dues and national-level clinic fee as levied by the Indoor Officials Commission of USA Volleyball by November 1.
- Complete the USA Volleyball national-level pre-season curriculum by 11:59 pm on January 4.
- Complete the online national-level USA Volleyball rules exam.
- Must be taken online and closed book
- Must be completed within 90 minutes
- Must be completed by 11:59 pm on March 1
- Must achieve a score of 90%
- Complete the USA Volleyball scorer exam A.
- Complete the USA Volleyball National Referee clinic by 11:59 pm March 1.
- Attendance requirements for the first two certification terms – must be one full day commitment as a referee at any of the required events.
- Serve as a referee at one of the USA Junior National Championships or the USA Volleyball Adult Open Championships in at least two different years during each of the first two certification terms.
- Serve as a referee at one of the USA Junior National Championships or the USA Volleyball Adult Open Championships, a USA Volleyball Qualifier or Bid Tournament, the Starlings Tournament, or the NCVF Club Championships, during one of the remaining two years of each of the first two certification terms.
- Junior National referees will be accepted to referee at the USA Volleyball Adult Open Championships only if an insufficient number of National referees have registered by the deadline. This has no bearing on acceptance as a scorer only.
- Submit to re-evaluation by the National Commission for Evaluation and Certification at any time while officiating at a USAV sanctioned event.
- May be absent from all national-level competition one year out of each of the first two certification terms.
- Attendance requirements for subsequent terms after the first two certification terms.
- Same attendance requirements as in section 2 above, but if serving as a referee at a championship listed in section 2.a and a tournament listed in section 2.b in the same year, can be absent from national-level competition for two separate years in that certification term.
- Annual Requirements
- A USAV Junior National referee encountering unusual difficulty in meeting the attendance requirements may request, in a letter or email, a one-year extension of certification. The request must be submitted to the Associate Chair, Indoor National Officials Commission, Referees.
- Referees who are granted an extension must continue to complete all annual requirements.
- A USAV Junior National referee with a minimum of two (2) certification terms as a Junior National Referee who allows that certification to expire, has two options for recertification:
- If the referee wishes to re-certify within the three years immediately following expiration of the rating, the referee must:
- Submit an application and a summary of volleyball activities for the previous three (3) years.
- Affirm membership within the respective USA Volleyball region during the period since expiration.
- Send the application and summary to the Director for National Referee Evaluation and Certification, who may authorize the candidate to attend a USAV Girls’ Junior National Championship for re-evaluation. The recertification candidate must pay the candidate fee, and follow the procedures as noted in Section I.G above.
- If the referee wishes to re-certify after the three-year period following expiration of the Junior National Referee certification, the referee must apply through his/her region as noted in Section I above.
- Applications for new Junior National referees will be given priority over applications submitted under the provisions for expired certifications.
- If the referee wishes to re-certify within the three years immediately following expiration of the rating, the referee must:
Repercussions for not fulfilling requirements
- National Officials Commission Dues
- A USA Volleyball Junior National referee who does not submit his/her dues by the deadline will be assessed a late fee of 100%.
- If the dues and the late fee are not received by the subsequent deadline, the Junior National Referee certification will be rescinded.
- National-level Pre-Season Curriculum
- If the referee fails to complete the national-level pre-season curriculum by January 4, attendance at any national level tournament in that season will not count towards attendance requirements. The referee will also not be accepted to referee at any of the JNC tournaments or the USA Volleyball Adult Open Championships that season.
- If the referee fails to complete the national-level pre-season curriculum by May 31, his/her Junior National referee certification will be rescinded.
- If the rules exam is not received by May 31 of that year, the referee will lose his/her USAV Junior National referee certification.
- National-level rules exam
- A USA Volleyball Junior National referee who completes the National-level rules exam after the deadline will not be confirmed to work as a referee for one of the USA Junior National Championships or the USA Volleyball Adult Open Championships during that season unless one of the JNC tournaments is in need of referees, even if the referee must attend to maintain certification.
- If the referee attends a certifying tournament in the year the National-level rules exam is completed after the deadline, he/she will not receive credit for attendance in that season.
- If the National-level rules exam is not completed by May 31 of that season, the referee will lose his/her USAV Junior National referee certification.
- If the referee fails to achieve the minimum score of 90% on the National-level rules exam, but completes the exam by the testing deadline, he/she will be placed on a one year probation.
- During the probationary year, the referee may not referee the 16 through 18 Open level at any JNC, nor the PVL and Open Divisions at the USA Volleyball Adult Open Championships and will not be assigned to any Finals match.
- If the referee does not achieve the minimum score on the National-level rules exam for a second consecutive year, his/her Junior National referee certification will be rescinded.
- National Referee Clinic
- If the referee fails to complete the national referee clinic by March 1, attendance at any national level tournament in that season will not count towards attendance requirements. The referee will also not be accepted to referee at the JNC tournaments or the USA Volleyball Adult Open Championships that season.
- If the referee fails to complete the national referee clinic by May 31, his/her Junior National referee certification will be rescinded.
- If the referee fails to complete the requirements in A, B, C, or D for a second year in a row by the initial deadline; his/her Junior National referee certification will be rescinded.
- Officials Commission Dues – November 1
- National-level pre-season curriculum – January 4
- National-level rules exam – March 1
- National Referee clinic – March 1
- USAV Membership
- If the referee does not become a member of USAV by March 1, the Junior National certification will be rescinded
- Attendance requirements
- A USA Volleyball Junior National referee who does not attend the required tournaments during any certification period, and does not ask for the one-year extension of certification, will be placed on a one-year probation period.
- In the year following probation, if the referee does not attend a required tournament, the USA Volleyball Junior National certification will be rescinded.
- In the year following probation, if the referee attends a required tournament, a one-year certification extension will be granted. If the referee attends a required tournament in the second year following the probation, a new four (4) year certification period is awarded.
- A USA Volleyball Junior National referee who does not attend the required tournaments during any certification period, and does not ask for the one-year extension of certification, will be placed on a one-year probation period.
- Re-evaluation
- A USAV Junior National referee will be formally evaluated as both a first and second referee at least ONCE in each certification term
- Evaluations may occur as often as every two years.
- Evaluations will not occur in consecutive years if passing scores are achieved.
- Consecutive evaluations will not be done by the same evaluator.
- The evaluator will conduct a formal debriefing as soon as possible depending on the availability of the referee and evaluator.
- Evaluations may occur as often as every two years.
- Passing scores of 88 must be achieved as first and second referee.
- If a passing score is not achieved on the first evaluation as first or second referee, the referee will receive another evaluation in the position(s) where previously unsuccessful.
- The second evaluation may occur at the same event or at the next event attended by the referee where the rating team is active.
- If a passing score is not achieved on the second evaluation
- The referee will have the opportunity to attend the USAV Junior National referee certification process the following season.
- No application fee or regional signatures are required if attending the following season.
- Will not be accepted to referee at any USAV National Championship until the referee has successfully completed the Junior National referee certification process.
- If the referee does not successfully complete the certification process the following season:
- Junior National referee certification will only be maintained by following the full Junior National referee candidate application and evaluation process, including fee and region signatures; or
- The referee can opt to continue officiating as a Regional referee at the region’s discretion.
- If the referee has a minimum of two (2) terms as a USAV Junior National referee and is otherwise in good standing, he or she will have the option to retire.
- The referee will have the opportunity to attend the USAV Junior National referee certification process the following season.
- A USAV Junior National referee will be formally evaluated as both a first and second referee at least ONCE in each certification term
- Any USAV Junior National referee in good standing, with at least two (2) certification terms as a USAV Junior National Referee, may apply to the Associate Chair, Indoor Officials Commission, Referees, for voluntary retired status.
- To continue working as a referee with USAV, a USAV Junior National Referee (Retired) must register annually with USA Volleyball and the appropriate RVA and remain an active referee in good standing within his/her RVA. Remaining in good standing within the RVA includes but is not limited to, satisfying all requirements for recertification as a Regional referee within that RVA.
- If a USAV Junior National Referee (Retired) does not wish to work as a referee with USAV, they are not required to remain in good standing within the RVA. The referee will not be allowed to referee at any USAV event, but they will retain their Junior National Referee (Retired) status.
- A USAV Junior National Referee (Retired) is authorized to wear the USAV Junior National Referee patch while officiating at USAV sanctioned events.
- A USAV Junior National Referee (Retired) is authorized to officiate all USAV-sanctioned regional and inter-regional competition, including junior bid and qualifier tournaments.
- A USAV Junior National Referee (Retired) may register to officiate USAV JNCs only when recommended by region referee chairs.
- Regions may only recommend referees when requested by the Indoor Officials’ Commission.
- A USAV Junior National Referee (Retired) may be periodically requested to submit to re-evaluation by the National Commission for Junior National Referee Evaluation and Certification.
- A USAV Junior National Referee (Retired) may apply for recertification as a USAV Junior National Referee by following the procedures set forth in Section II.E of the Junior National Referee Requirements. The USAV Junior National Referee (Retired) will not be required to pay the candidate fee.
- Application for retired status must occur either during or immediately after a year in which the Junior National Referee is in good standing with the Officials’ Commission. This includes being certified as a USAV Junior National Referee and paying dues for that year. (Deadline: February 15 of the following year.)
Certification and Application Requirements
- Must have served as a certified USAV Junior National referee for at least one (1) season and be in good standing with the Indoor Officials’ Commission.

- USA Boys’ Junior National Championships, the NCVF College Sports Club Championships or other high level boys’ or men’s volleyball officiating experiences within the last season are given primary consideration.
- Complete the online tournament procedures for the event before arrival.
- Attend the designated USA Volleyball event and successfully complete all requirements at that tournament. The event requirements include (but are not limited to):
- Attendance at all mandatory pre-tournament and Candidates’ meetings.
- Availability to referee at the event until the completion of the rating session.
- Successful completion of the evaluation sessions.
- Forfeiture of all match fees to the Indoor Officials’ Commission of USA Volleyball for all matches worked during the rating process. Candidates will retain fees earned from matches worked before or after the completion of the rating process.
- Upon successful completion of these requirements, the candidate will receive a USA Volleyball National referee certification and patch.
NOTE: A referee who is currently a PAVO certified National referee may, by reciprocal agreement, become a USAV National referee candidate. For more information, go to https://volleyballreftraining.com/resources_officiating_resources.php. The Director for National Referee Evaluations and Certification, upon evaluation of any PAVO candidate at a national rating site, may award:- certification as a USAV National referee;
- certification as a USAV Junior National referee;
- no certification.

- Complete the USA Volleyball national-level pre-season curriculum by 11:59 pm on January 4.
- Complete the online USA Volleyball National-level rules exam.
- Must be taken closed book
- Must be completed within 90 minutes
- Must be completed by 11:59 pm on March 1
- Must achieve a score of 90%
- Complete the USA Volleyball scorer exam A.
- Complete the USA Volleyball National Referee clinic by 11:59 pm March 1.

- Serving as a head referee, rater, or trainer at the BJNC, GJNC, USA Volleyball Adult Open Championships or HP Championships.
- Allowed as attendance requirement in only one year of each certification term.
- Annual requirements
- A USAV National referee encountering unusual difficulty in meeting the attendance requirements may request, in a letter or email, a one-year extension of certification. The request must be submitted to the Associate Chair, Indoor National Officials Commission, Referees.
- Referees who are granted an extension must continue to complete all annual requirements.

- If the referee does not successfully complete the certification process the following season:
- National referee certification will only be maintained by following the full National referee candidate application and evaluation process, including fee and recommendation signatures; or
- The referee can opt to continue officiating as a USAV Junior National referee
- If the referee has a minimum of two (2) certification terms as a USAV National Referee, or at least one (1) certification term as a USAV National Referee and at least one (1) certification term as USAV Junior National Referee, and is otherwise in good standing, he or she will have the option to retire.
- The referee will have the opportunity to attend the USAV National referee certification process the following season.
- A USAV National referee will be formally evaluated as both a first and second referee at least ONCE in each certification term.
National Referee Retired Application
- Any USAV National Referee in good standing, with at least two (2) certification terms as a USAV National Referee, may apply to the Associate Chair, National Indoor Officials’ Commission, Referees, for voluntary USAV National Referee (Retired) status.
- Any USAV National Referee in good standing, with a combination of at least two (2) certification terms as a USAV National and Junior National Referee, may apply to the Associate Chair, National Indoor Officials’ Commission, Referees, for voluntary USAV Junior National Referee (Retired) status. Please refer to the separate section of these certification requirements describing the USA Volleyball Indoor Junior National Referee (Retired).
- To continue working as a referee with USAV, a USAV National Referee (Retired) must register annually with USA Volleyball and the appropriate RVA and remain an active referee in good standing within his/her RVA. Remaining in good standing within the RVA includes but is not limited to, satisfying all requirements for recertification as a Regional referee within that RVA.
- If a USAV National Referee (Retired) does not wish to work as a referee with USAV, they are not required to remain in good standing within the RVA. The referee will not be allowed to referee at any USAV event, but they will retain their National Referee (Retired) status.
- A USAV National Referee (Retired) is authorized to wear the USAV National Referee patch while officiating at USAV sanctioned events.
- A USAV National Referee (Retired) is authorized to officiate all USAV-sanctioned regional and inter-regional competition, including junior bid and qualifier tournaments.
- A USAV National Referee (Retired) may register to officiate USAV JNCs only when recommended by region referee chairs.
- Regions may only recommend referees when requested by the Indoor Officials’ Commission.
- A USAV National Referee (Retired) may be periodically requested to submit to re-evaluation by the National Commission for National Referee Evaluation and Certification.
- A USAV National Referee (Retired) may apply for recertification as a USAV National Referee by following the procedures set forth in Section II.E of the National Referee Requirements. The USAV National Referee (Retired) will not be required to pay the candidate fee.
- Application for retired status must occur either during or immediately after a year in which the National Referee is in good standing with the Officials’ Commission. This includes being certified as a USAV National Referee and paying dues for that year. (Deadline: February 15 of the following year.)

International Referee
To Become an international Referee, the referee must:
- Be a currently certified USA National referee and have held that certification for no less than three consecutive years.
- Be currently in good standing with the appropriate Regional Volleyball Association as well as with the National Officials Commission.
- File the official application with the signature of the appropriate regional commissioner with the Associate Chair, USAV National Indoor Officials’ Commission, Referees.
The application must also include an endorsement by an International Referee, either retired or current. The International referee application will be available soon.
Indoor Scorer Certifications
To become certified/re-certified as a Provisional scorer, a candidate must:
- Be a current USAV Volleyball registered member in good standing with his/her RVA.
- Complete requirements as prescribed by the regional scorer chair.
Minimum requirements include:
- Participate in a clinic annually covering techniques and procedures of scoring for USA Volleyball rules.
- Annually pass a written or online examination.
- Successfully complete one rating on a match annually.
NOTE: A Provisional scorer must be certified in this capacity for one year prior to applying for Regional certification.
To become certified/re-certified as a Regional scorer, a candidate must:
- Be a current USAV Volleyball registered member in good standing with his/her RVA.
- Be currently certified as a Provisional/Regional scorer.
- Complete requirements as prescribed by the regional scorer chair.
Minimum requirements include:
- Participate in a clinic annually covering techniques and procedures of scoring for USA Volleyball rules.
- Annually pass a written or online scorer examination.
- Successfully complete two ratings on a matches annually.
To become certified as a USA National scorer, a candidate must:
- Be a current USA Volleyball registered member in good standing with his/her RVA.
- Be certified as a USA Volleyball Regional scorer for at least one year and have demonstrated proficiency in the use of the USA Volleyball scoresheet using the modified USA Volleyball rules.
- Must have taken and successfully passed with a score of 90% the current scorer online examination in the year of candidacy.
- File the official application form with approval signatures of the respective RVA Commissioner and Scorer chair and required application fee with the Director for Scorer Certification and Evaluation prior to the published closing date. Information on the application process.
- Attend the mandatory National candidate scorer clinic in its entirety at the tournament rating site prior to the rating evaluation.
- Successfully complete the practical scorer examination at the prescribed USA National tournament rating site.
- Successfully complete the National scorer evaluation rating process
- Completion of other requirements as prescribed by the USA Volleyball National Indoor Officials Commission, Scorers.
- After successful completion, the new National scorer must attend a USA National Open Volleyball Championship within 3 years to complete their certification. If not the certification of National scorer will be rescinded.
NOTE: Application deadline is April 15th with notification of acceptance by May 1st each year.
Selection of National scorer candidates
- Meets deadline for submitting completed application
- One candidate per region – if more regions send candidates than there are available rating slots, candidates are selected via the following criteria
- Region that had a candidate excluded in previous year due to class size
- Regions with least number of existing National scorers
- Regions that did not send a candidate in the previous year
- Regions sending in more than one candidate for consideration will rank their candidates in order of priority
- Additional candidates selected for rating per region would be allocated to regions with the least number of current National scorers
- Maximum class size is 24 candidates
Note: An application for a new National scorer candidate will be given priority over applications submitted by expired National scorers.
National Scorer Requirements – 4-Year Term
- Remain a USA Volleyball registered member and active scorer in good standing within his/her RVA
- Remit annual dues as levied by the Officials Commission of USA Volleyball by the date established by the Officials Commission
- Annually view the online National Scorer Clinic and obtain a passing score (90) on the National Scorer Exam
- One year during this term must attend the USA Volleyball Open National Championships and score a minimum of 2 matches
- In an alternate year during this term must attend any of the following events in the capacity specified
- USA Volleyball Open National Championships and score a minimum of 2 matches
- GJNC or BJNC as a Scorer Monitor
- GJNC or BJNC and score a minimum of 2 pre-approved 16 or above Open matches (with or without pay) – these scoresheets must be turned into the Head Scorer at the event
- High Performance Championships and score a minimum of 2 matches
- International Event as a Primary Scorer
To receive credit when being the primary scorer at any of the qualifying events listed below, the National Scorer is responsible to forward the scoresheets or copies by fax, mail or email to the Associate Chair of National Indoor Officials, Scorers within 21 days of the event. The National Scorer must include the name of the individual (head official, assignor) of the event.
- National Special Olympics Championships and score a minimum of 2 approved matches
- PVL Event as the primary scorer
- Score two matches at any other event pre-approved by the Associate Chair of The National Indoor Officials’ Commission, Scorers that uses the USAV approved scoresheet
Beginning in 2014, as the National Scorers’ current certification date expires the new 4 year term will begin.
Repercussions for not fulfilling the requirements of a National scorer
- A USA Volleyball National scorer who does not submit his/her dues by the deadline will be assessed a late fee of 100%. If the dues and the late fee are not received by the subsequent deadline, the National scorer certification will be rescinded
- A USA Volleyball National scorer who submits an exam after the deadline will not be confirmed to work as a scorer for the USA National Open Volleyball Championships or as a monitor at the USA Junior Championships during that year
- A USA Volleyball National scorer who does not submit a scorer exam before May 31 will lose their USAV National scorer certification
- A USA Volleyball National scorer who fails to achieve the minimum score of 90% of the scorer exam, but still submits the score by the testing deadline, will be placed on a one-year probation
- If a National scorer does not achieve the minimum score on the scorer exam for a second consecutive year, the National certification will be rescinded
- A USA Volleyball National scorer who does not register to work the USA Volleyball Open Championships by the established deadline will not be confirmed to work that tournament.
- A USA Volleyball National scorer confirmed to work the USA Volleyball Open Championships if the dues (plus late fee, if applicable) are paid, the scorer exam is submitted by the deadline, and he/she registers for the tournament by the deadline. A confirmed scorer is guaranteed to work the number of matches requested in the registration (up to a maximum of 6/day, except for the last day of any session). This number of matches will also depend on the number of teams registered for the tournament
- A USA Volleyball National scorer is accepted to work at the USA Volleyball Open Championships if the scorer exam is not received by the deadline, and/or if he/she registers for the tournament after the deadline. An accepted scorer is guaranteed only those matches needed to maintain a certification and to meet attendance requirements at the tournament. All other matches assigned will be on an as needed basis
- A USA Volleyball National scorer who pays dues (and late fee, if applicable) and meets the examination requirements can register to work the USA Volleyball Adult Open Championships at any time up to the actual dates of the event, and will be assigned to the matches needed to maintain a certification
- A USA Volleyball National scorer who does not attend the required USA Volleyball Adult Open Championships during the three (3) year revolving certification period, and does not ask for, in writing, a one-year extension of certification, will be placed on a one-year probation period. A scorer encountering unusual difficulty in attending a USA National Open Volleyball Championship may request in writing, to the Associate Chair, National Indoor Officials Commission, Scorers, for a one-year extension of his/her certification
- In the year of their probation, if the scorer does not attend the required tournament, the USA Volleyball National certification will be rescinded
- In the year of probation, if the scorer attends the required tournament, a new three (3) year extension certification will be granted
- Once a National scorer certification has been rescinded he/she must reapply thru their region to become a National scorer candidate and fulfill all requirements of a National scorer candidate
- Any USA Volleyball National Scorer in good standing, with at least two certification terms of service as a USA Volleyball National Scorer may apply for voluntary retired status.
- The Retired National Scorer retains National Scorer status and continues to wear the USAV National Scorer patch in all regional competitions. The retired National Scorer must be a current USA Volleyball registered member in good standing within his/her region and must re-certify as necessary according to the process of that region to retain the retired status.
- The retired National Scorer will lose the status as qualified/certified USA-International Scorer and may not serve as a scorer on any international matches. Application for retired status must occur either during or immediately after a year in which the USA Volleyball National Scorer is in good standing with the Officials’ Commission. This includes being certified as a USAV National Scorer and paying dues for that year.
- The retired USA Volleyball National Scorer may apply for re-certification as a USA Volleyball National Scorer by following these procedures:
- Be a USA Volleyball member in good standing.
- View the online National Scorer clinic and obtain a passing score on the National Scorer exam.
- Submit paperwork and current fee for re-certification evaluation by the deadline to the Director, National Indoor Scorer Evaluation and Certification.
- Arrange re-certification evaluation with the Director, National Indoor Scorer Evaluation and Certification.
The Director, International Indoor Scorers administers this program under the supervision of the International Indoor Officials’ Commission.
Become qualified to keep score using the international scoresheet
- Be currently certified as a USA National indoor scorer.
- Print the International Scorers Manual and bring it with you to the approved clinic.
- Attend the approved International Rating and Training Commission (IRTC) clinic in its entirety.
- Complete the official application form obtained at the approved clinic.
- Keep score on a minimum of two practice matches at the USA Open Volleyball Championships using the international scoresheet.
Maintain qualification
- Remain active as a USA National scorer.
- When in attendance at the USA Open Volleyball Championships keep score on a minimum of one match using the international scoresheet. Attendance at the IRTC is also strongly recommended.
- Be available for assignment when called upon. Those qualified to keep score using the international scoresheet will be eligible for assignment to USA team tour matches and non-sanctioned international events in the United States.
Become certified to keep score using the international scoresheet
Criteria
- Be currently rated as a USA National indoor scorer, having maintained this rating for the last four consecutive years.
- Have demonstrated an interest in this program as an active worker, scorer and rater on the national level during this time.
- Have been qualified to use the international scoresheet for a minimum of two years.
- Have demonstrated competency on the electronic scoresheet program.
Procedure:
When a USA International Scorer certification clinic has been announced:
- File the appropriate application with the Director, International Indoor Scorers, by the deadline. These forms are available from the Director, International Indoor Scorers.
If selected as a candidate:
- Pay required clinic fees to USA Volleyball, and send to address as noted on the application form.
- Fully attend and successfully complete the prescribed training clinic.
- Successfully complete practical ratings at assigned international matches.
To maintain this certification, the USA International scorer must:
- Remain active as a USA National scorer.
- When in attendance at the USA Open Volleyball Championships keep score on a minimum of one match using the international scoresheet. Attendance at the IRTC is also strongly recommended.
- Be available for assignment when called upon.
- Maintain a standard of excellence as determined by the USA Volleyball International Indoor Officials’ Commission through evaluation of all international scoresheets and input from other officials at international matches.
Those certified as USA International scorers will be eligible for assignment to USA team tour matches, non-sanctioned international events and sanctioned FIVB championship competitions in the United States.
Junior Referee Certification
Minimum Standards for Junior Second Referee at National Events
- No use of electronic devices during the match
- No food or drink ON the scoring table
- Demonstrates proficiency in the following:
- Brings own whistle.
- Whistle – loud, crisp, timely.
- Correctly checks line-ups prior to each set.
- Observes receiving team during service action.
- Transitions to blocking side of net during rallies (when possible).
- Repeats first referee’s signals; uses proper signals and sequence for R2 calls.
- Maintains focus at net during net play (does not follow ball).
- Identifies center line, net faults and touches above the net.
- Follows substitution procedures & communicates sub info with scorer.
- Administers time-outs.
- Assists with communication among officiating crew.

Beach Referee Certifications
Beach Candidate Application 2020
The entry level Beach Volleyball Official certification that is awarded by a Region is a Local Beach Official. Certification and recertification requirements are to be administered by the individual Region. The suggested criteria used for a Local Beach Official are as follows:
To obtain certification as a USAV Local Beach Official:
- The official must be a regular member of the RVA or USAV.
- The official will need to have successfully passed a background check if they will be officiating Juniors competition.
- The official will need to attend a Beach officiating clinic either in person or online every season.
- The official will need to take the current Beach officials exam either online or hardcopy. (all exams must be corrected to 100% with rule references).
- The official will need to prove proficiency in all portions of Beach officiating (i.e. R1, R2, Scorekeeping, and Line Judge). This proficiency will be measured by practical ratings and observation. These ratings will be conducted at USAV events either in Region or Nationally. Ratings should be conducted by Beach Officials who hold a Zonal rating or higher.
- Receive one (1) passing rating as an R1.
- Receive one (1) passing rating as an R2.
- Receive one (1) passing rating as a Scorer. This requirement can be met by successful use of the USAV Beach scoresheet while performing their duties as an R1 or R2.
- The Official will need to be observed as a Line Judge with feedback provided to ensure that they understand the correct technique.
To retain certification as a USAV Local Beach Official:
- The official must be a regular member of the RVA or USAV.
- The official will need to have successfully passed a background check if they will be officiating Juniors competition.
- The official will need to attend a Beach officiating clinic either in person or online.
- The official will need to take the current Beach officials exam either online or hardcopy. (all exams must be corrected to 100% with rule references).
- Receive a passing rating in the R1, R2 and Scorer positions.
These ratings can be obtained at USAV events either in Region or Nationally. The ratings should be provided by Beach Officials who hold a Zonal rating or higher.
Beach Candidate Application 2020
To become certified as a USAV Zonal Beach Official a candidate must:
- Must be a current member in good standing with USAV.
- To officiate Juniors events you must have a successful USAV background check on file.
- File the official application with the Director for National Beach Officials Evaluation & Certification. An application fee of $200.00 payable to USAV National Beach Official Commission must accompany the application. The mailing address is found within the instructions on the application.
- Obtain the approval/signatures of their Regional Beach Official Chair and or Regional Commissioner on the appropriate application form.
- Take the current version of the approved USAV Beach rules examination for Officials in accordance to the testing guidelines.
- Attend the designated USA Beach/Sand/Outdoor Volleyball event and successfully complete all requirements at that tournament.
The event requments include (but are not limited to):
- Attendance at the pre-tournament Officials’ Clinics and Candidates’ Meetings that are scheduled the day/night prior to the first day of competition, and remain available to work at the event until the completion of the tournament or session in which the ratings occur.
- Successful completion of the evaluation session(s).
- Forfeiture of all match fees to the Beach Officials’ Commission of USA Volleyball for matches worked during the rating process. Candidates will retain fees earned from matches worked after the completion of the rating process.
Candidates must plan to be available for assignment until the end of the tournament or session in which the ratings occur.
Responsibilities and entitlements of a USAV Zonal Beach Official:
- After successful completion of certification a USAV Zonal Beach Official will be considered for all USAV sanctioned Beach Junior events as well as Collegiate Sand and Professional Beach Tour events.
- Certification as a USAV Zonal Beach Official is valid for a period of five (5) years. To maintain certification, the Official must referee a minimum of one (1) event in three (3) of the five (5) years from the following list. A record of this officiating activity must be submitted electronically to the National Beach Commission.

- Professional Beach Tour events
- Submit to re-evaluation by the National Beach Commission at any time while officiating..

- Have demonstrated a prior record of officiating high level Beach volleyball.
- Attend the designated USA Beach/Sand/Outdoor Volleyball event and successfully complete all requirements at that tournament.

- To continue working as an Official with USAV, a USAV National Beach Official (Retired) must register annually with USA Volleyball and the appropriate RVA and remain an active Official in good standing within his/her RVA. Remaining in good standing within the RVA includes but is not limited to, satisfying all requirements for recertification as a Regional Official within that RVA.
- If a USAV National Beach Official (Retired) does not wish to work as an Official with USAV, they are not required to remain in good standing within the RVA. The Official will not be allowed to officiate at any USAV event, but they will retain their National Beach Official (Retired) status.
- A USAV National Beach Official (Retired) is authorized to officiate all USA Volleyball-sanctioned regional and inter-regional competition, including Junior Olympic Volleyball competition and the USA Volleyball Junior Zonal Qualifying Tournaments.
- A USAV National Beach Official (Retired) may also remain qualified to officiate at the USA Junior Beach Volleyball Championships by officiating at that tournament at least once every three years and submitting to re-evaluation by the National Beach Commission for Junior National Beach Certification and Evaluation at any time while officiating at the USA Junior Beach Volleyball Championships or a USA Volleyball Junior Zonal Qualifying Tournament.
- A USAV National Beach Official (Retired) may apply for recertification as a USA National Beach Official by following the procedures set forth in Section III.B.6.a above. The USAV National Beach Official (Retired) will not be required to pay the $200.00 candidate fee.
- Application for retired status must occur either during or immediately after a year in which the National Beach Official is in good standing with the Officials’ Division. This includes being certified as a USAV National Beach Official and paying dues for that year. (Deadline: February 15 of the following year.)
